Legal Question in Criminal Law in Colorado

I have a situation in Colorado where a female of the age of anywhere from 16-18 and a male of anywhere from 13-15 had multiple encounters (it is not remembered how many times over how long of a time span). They were neighbors growing up and had a mutual attraction to each other. It is not remembered the exact ages of either party when the activity occurred, so it is not confirmed whether within or without of the 4 year maximum age difference for the male being 15 or possibly under. Both parties remained clothed in their swimsuits each time (activity was in a hot tub), and french kissing occurred during these encounters. It is not clearly remembered if the female allowed the male to grope her breasts through her swimsuit, and the female was straddling the male's lap while he was sitting up, while the kissing occurred. This activity occurred a very long time ago, as the female is now 32, and had no knowledge until now that this may have been a serious crime, since the activity was completely consensual and both parties so young. The male has never attempted any legal action, they are not currently in contact, the males family still are neighbors with the female's family. Does this situation need to be reported to authorities for further investigation, or since there are so many unknowns and things not remembered, is it a non issue? What should the female and males' next steps be, if any?
