Legal Question in Criminal Law in Colorado
the SOL starts at the commission of the act. when does it end when served summons or court date?

Neither.
All the SOL requires is that law enfocement commence action against you before it runs. It ends when the statute says it ends. To answer the question you seem to be asking, it DOES NOT require that they finish prosecution BEFORE it runs out; only that they start it.
