Statutory Rape?
If an American adult has consensual sex with an American minor in a foreign country where the age of consent is lower than in America, can the adult be prosecuted in America for statutory rape?

Except in very rare circumstances, crimes can only be proseucted in the country and state in which the crime occurred.
