what is the next step for my sister in law after state supreme court denied an her appeal?

A couple, assuming a few things.
The first, and most likely option, is to apply to the US Supreme Court for a writ of cert.
There is also a possibility of some other post-conviction remedies, such as a 35(c) if the trial attorney provided inadequate assisstance, or you can apply to federal court for a writ of habeas corpus if the state did something illegal.
