my friend got pulled over with some of his friends,and one had meth and coke on him .It wasnt my friends stuff but he got charged with it.Can they do that?

Certainly they can charge possession. What the prosecution will have to prove is that your friend knew that the drugs were there and that he had access to them.
You say his friend had meth and coke "on him." If your friend was unaware of this, he should not be convicted. If by "on him" you mean the drugs were in his lap, or next to him, and they were within your friend's reach or available to him, and he knew that, he may be convicted.

Yes, you can be charged, as anyone can be charged for anything, as there is very little in the way of screening devices. A person is not guilty if he did not have control or knowledge of the drugs.
