I have a Temp. protection order against me. The person that filed it has been sending me texts is she allowed to do this?

The order is a one-way gate. If you respond, you violate the order. Do not do that.
That said, report her repeated attempts to contact you to law enforcement.

Technically, yes, she is allowed to do this - although the judge will not be happy to learn about it. You should not respond in any way. However, you can use the text messages at hearing if you want to contest the person's right to make the order permanent. It is good evidence that the person does not actually feel there is an ongoing threat.
