7th Conviction of DUI

Hi,My name is--name removed--I had a few questions,

How long does the police got to charge with you with a crime? I feel they took too much time to charge me 4 months later. I wasnt charged at the time why should I be charged 4 months later? For a DUI I didnt commit. Please let me know Thanks...Albert
