Is it common for someone to get therapy classes with a low bac of .081 and no prior offenses

Yes if you are convicted of a DUI or a DWAI you will have to complete either Level I or II classes and therapy. Generally, the level I or II is recommended after you have completed an Alcohol Intake through Probation and is based on your history and start age of consuming alcohol and the frequency of such consumption. It has very little to do with prior convictions if you have none. But prior convictions are used if you have priors.
