If you are on work release and doing one day a week in jail is it legal for the jailer to keep you in longer than 24 hours and not give you credit for it

The jailer is required to keep accurate records of your confinement. Those records come into play if you violate your probation, and probation is revoked. In that case, you would be entitled to presentence confinement credit for the actual time in confinement.
