Can you be issued a ticket for underage drinking and then 2 months later a detective wants to issued you a ticket for hit and run instead

well, yes they can. the statute of limitations on a misdemeanor is 18 months and min of 3 years on a felony.
a hit and run is a 12 point violation and results in loss of license for a year -
do not talk to the police, get an attorney

Sure, and two years later, if they have some evidence of it, they can arrest you for manslaughter.
