if my license is suspended in CO can I GET A LICENSE IN GEORGIA and say I live in Georgia

That depends entirely on Georgia. Colorado cannot suspend a privilege to drive anywhere but Colorado. That being said, however, Colorado will share your name with a national database of driver's information. Most states that belong to that compact will then honor another state's suspension.
You can try, the worst that happens is that you get told no. BE AWARE though that if Georgia does issue you a license, IT IS NOT VALID TO DRIVE IN COLORADO until such time as you reinstate your privilege to drive within Colorado.
