refusal of alcohol chemical test

When I told the officer I did not understand the consequences of taking a blood or breath test, and said I would do whatever he wanted me to, he took it as a refusal and I had to sign a refual document. What are my consequences?

You could lose your right to drive for a year or more. If you want to challenge this, go to a DMV office asap and request a hearing (do not request the presence of the cop). Then find yourself a good attorney - like me.

You may lose your right to drive for a year. It depends on what else happened.
