new required interlock law?

To whom it may concern-

I lost my license for 1 year after 2nd dui in 5 years. My date with the Boulder County dmv for reinstatement of driver's license is 3/8/03. I was recently told (by county of Boulder) that I must get an interlock device for 1 year, starting at reinstatement of license/purchase of auto date. I am planning on buying a motorcycle.

Questions: 1) May I obtain a motorcycle license on eligibility date? If so, under which (quotable) statute? 2) If Q1 answer=no, may I drive a scooter (50cc's) with a driver's license? And how would that affect the interlock requirement? 3) If all else fails, can I just wait another year (until 3/8/04) and reinstate license bypassing interlock device requirement?
