Legal Question in DUI Law in Colorado

My son has come home after being incarcerated since August 2000. Adams County Court dismissed a DUI case - because his other charge brought a sentence of 17 years. The DMV says it does not matter if the case was dismissed in court - it is mandatory he must get a SR22 when he gets his driving license. We have access to the legal document for the dismissed case. Is the SR22 mandatory if the case was dismissed?
