In the state of colorado, what does it take to reopen a DUI case that resulted in probation, not yet completed?

It depends on what you mean by "reopen."
If you mean trying to withdraw your plea, it takes a lot; you need something along the lines of newly discovered evidence or ineffective assistance of counsel.
