Which is binding Court Order or Signed letter of both parents
My ex is court ordered to pay child support, health insurance. I moved out of state and when I did we signed a paper stating that I would pay for all travel costs for visits and all health insurance and that I could not increase his child support. This is not notorized but is signed by a witness and both of us. Which is legal binding the court order or the letter?

No on child support increase. Other provisions -- it depends.

The Court order will control most issues. Your signed letter will not control the increase or decrease in child. However, the fact you moved vary well may result in child support decrease. In addition, the letter will have signaficant impact on other issues.
