Child Support Owed

My ex husband gets his wages garnished for child support. We are in process of modifying the support and I had to go to court. Child support is collected via the child support enforcement unit here in town. I told the Child Support Enforcement lawyer in court what are we going to do regards of my ex arrearage and he said he is not going to do anything about this. My ex owes his children over 27,000 dollars already and even though he is flagged for the IRS I never received a penny from his taxes in eight years. I was told by someone at the office that my ex has a way around it so I cant get his taxes. I dont want to wait till I have grandkids to get the money I need now.

What can I do outside of the Child support enforcement office to collect this outstanding balance?
