Legal Question in Family Law in Colorado

Collection of Divorce decree monies

I was divorced on July 19,1995 from a deputy sheriff. The decree stated on or before 7/1/2001 the balance of divorce monies due to me from previously owned real estate together. My exhusband is now refusing to relinquish these monies and if he does he states it will be in monthly installments, which is not was the lingo was in the divorce decree. He has c.d.'s that are adequet to pay me, but refuses as he will attain penalties. What are my options??
