I was divorced in IN but we both now live in CO. Do I need to change jurisdiction to file contempt charges for not paying 1/2 of our kids expenses per the decree? If the decree doesn't lay out exactly what we pay 50/50 such as school fees but we have joint custody does that mean I can collect on those types of items?

You can still file the contempt in Indiana, but if you both live in Colorado now, it would be easier for you if you get the case transferred to Colorado. You will need to order a Certified copy of the file from Indiana to give the Colorado Court. Then you can pursue the contempt here.
I would have to see the wording of your Decree in order to answer your second question. Depending on the wording, you might or might not be able to.
