divorce options after 22 years

I am an American living abroad seeking a divorce. I don't have residency in any state or country. I haven't seen or heard from my husband for 22 years and am unable to locate him in America or in his native foreign country. Can I get an annulment or divorce without residency? Can I remarry without a death certificate considering that after 7 years of absence, he is considered dead? Thank you

In Italy in these case it can be pronounced by judge the "presuntive death" of the absent one.

After that it's possible to remarry without asking divorce.
