Is it legal in Colorado for my wife to just take our children and move to another county with her boyfriend without legal documentation?

Unfortunately, it is. Your only real defense is to file a case in Court to get a parenting time/decision making order. If you do not want to do a full divorce (whether for religious or other reasons), you can do a legal separation. Once you have orders pertaining to the parenting time with the children, you have protection against her moving without consulting you. Until that time, either of you has equal right to the companionship of the children. Feel free to contact me if you would like assistance.
