Unfortunately, it is. Your only real defense is to file a case in Court to get a parenting time/decision making order. If you do not want to do a full divorce (whether for religious or other reasons), you can do a legal separation. Once you have orders pertaining to the parenting time with the children, you have protection against her moving without consulting you.
