Childs father who has joint custody moved out of state nver filed any papers to get out of state visits. Do I have to let him have his time out of state

That is entirely up to you. I would suggest that you reach an agreement with him about how the transportation is going to be handled (who pays how much, where the child is picked up from and returned to, where to meet if each is going part way, etc.), as well as any modification that may need to be made to his visitation schedule to accommodate travel and school. Write it all down. Then, get his signature and you sign it too, and file it with the Court. This makes it very clear to everyone what the new terms are and gives you solid protection against possible future problems.
As long as you are both communicating well and things are good, it is no problem to anyone if you modify the parenting plan on your own without paperwork. However, it is best to do the paperwork even when everyone agrees to protect everyone in the future if a time should come when things are not good between you and there are disagreements.
