Guardianship

My daughter is in the care of a relative.This relative has total guardianship.However, she's very against me and I'm really not able to even go see my daughter. What I need to know is, can I put my daughter in the care of someone else,like the state? Or can I go to court for visitation rights outside the relatives home?
