Legal Guardianship out of wedlock

Is there a law in colorado that states if said child is born out of wedlock that said child becomes a child of the state? How does one go about claiming guardianship of said child? What paperwork is necessary and where does one get that paperwork?

The parents of a child born "out of wedlock" are the same as those of married parents. The child is not a ward of the state. A non-parent seeking to become a guardian of a child whose parents are not married would face the same challenges as a non-parent seeking guardianship of a child whose parents are married.
