Mother avoids being served a Custody order

My brother is currently, paitently waiting for his soon to be ex-wife to be served with a custody order giving him full temporary custody of his infant daughter. The mother has been diagnosed as Bi-polar/Manic depressive, 10yrs ago and recently admitted herself to an Emergency room to address her ongoing emotional distress. She has been arrested once for domestic violence against my brother and committed violence against him on a weekly basis. At this point, with the safety of the child the main objective here, what can my brother or my parents do besides wait. My brother has voicemail messages stating that she never wanted their baby and was going to give her up for adoption and he would never see her again. As well as her personal journal, written in her own hand concerning her mental state and physical abuse towards my brother. I am afraid for Aija's life, and my brother needs to know what to do in this situation. So, After a custody order is set is there a timeframe that the persons included within the order are to comply? Also would her family be liable if they are hiding her?
