Legal Question in Family Law in Colorado

Mother and child live in California and have never lived in Colorado. Child support orders put in place by DCSS in 2004 including Medical Support. Father provides support. 1.) Mother lied about marital status to obtain support. 2.) Father lives in Colorado and desires divorce. Does he file in Colorado and advise the courts that California has already established jurisdiction over the child since she has never resided in Colorado?

He could, but it might be simpler to file the divorce in California.
