Non-Custodial Parent has child

My brother got his divorce in Texas. He has primary custody of his four year old dtr. Her mother lives in PA and has physical custody of her for her Xmas visit. My brother is due to deploy to Turkey in Feb. Her mother is saying that she will not be giving Taylor back to him at any time because she doesn't want her to go. Does he just need to take his divorce papers to the local sheriff's office in PA to get his daughter back? Thank you.

Not that easy. He needs a motion to enforce, motion for contempt, a writ of habeas corpus. Then he will have to go to a court in PA for orders of enforcement. Needs to start now to have any chance of finishing by Feb.
