Legal Question in Family Law in Colorado

my sister left her 16 year old daughter in an uninhabitable house. My 70 year old father now has the 16 year old. Do we have rights against my sister for child abandonment?

What do you mean by rights? You could establish a right to child support. You also could establish a right to parenting time (custody) and decision-making after she has been living with your father for 6 months. Hope this helps.
