Terminating Parental Rights

My husband has been devoriced from his first wife since 1990 and has been in court with her at least once a year since then over child support or custudy issues. She is again taking him back to court and asking for more support. He is tired of not seeing the kids (there option) and would like to terminate his rights. How do we go about this? And can she fight this?

The court will not likely terminate his rights unless there is another father waiting to adopt. The state doesn't want to get stuck with child support.
