If you apply for a job opening that states: ''Salary negotiable based on qualifications'', and when offered the position no negotiation is allowed, is there legal recourse for the applicant.

"Negotiable" does not mean "will be negotiated." If you insist on negotiating, they'll probably offer you a pay cut.
