Harrassment by Neighbor?

I have a neighbor who has taken pictures of me walking my dogs around the neighborhood. He has done so at least 3 times. I believe that once he gets a good one, he is planning on filing a ''Duty to Restrain'' on me for having my dogs off leash. I also believe it's because he thinks I called into the city about him running a biz out of his home, which I did not. His next-door neighbor did that. Should I file a harrassment complaint to our local Police Dept. It's getting ridiculous.

Tell your neighbor that because your dogs aren't famous, like Lassie or Rin Tin Tin, he really shouldn't be taking their picture without an authorized release, pawprint certified by notary.

If there's a city ordinance requiring you to put your dogs on leash while watering the neighborhood, advise them not to go out without their leashes. It probably isn't against the law for your neighbor to document their little indiscretions.

If he's taking photos as your dogs piss by his house (did I say "piss"? I meant "pass"), he is absolutely within his rights.

If he's following you around, you may have a greater claim to stalking.

And you're right, of course: it is getting ridiculous.
