Legal Question in Civil Litigation in Colorado

I would like to know about jurisdiction law. According to Colorado revised stature 16-22-105 or16-22-107 states that a crime is commited in the county where the crime is commited. I was charged with a failure to register as a sex offender in Crowley County. The thing is I was residing in Weld County Colorado. I was released from prison in May of 2009 for a forgery charge ( 2006 - 2009 ) the sex crime happend in 1991 and I was released in Jan. of 1994 BEFORE the July 1st. registration law. ( According to the C.R.S. stature 16-22-103 ) I would like to know if I have grounds for a civil suit against the Colo. Dept. of Corrections or the case manager who pressed the charges against me in the wrong County. Thanks for you time.

As far a jurisdiction, you are correct. The county court where the crime was committed has jurisdiction in prosecuting the case. Additionally, if you read 1(c) of the 16-22-103, the registration would cover you because you were released from incarceration after the 1991 deadline. Finally, you'd need to find out the details of why Crowley county is pressing charges. If you weren't residing in that county you are not required to register there.
