Because of the financial problem she was not able to continue her eduation so the person is out of status now. Her visa expired about a year ago. So my question is, will marriage to US citizen will help her to keep her in US and also get work permit?

Absolutely Yes!!
Re: legal advice needed
Yes, marriage to a U.S. Citizen will cure the time she spent out of status and afford her the ability to accept employment.
Re: legal advice needed
Marriage to a US citizen provides a basis for obtaining lawful permanent resident status, including a work permit pending that application, but the marriage must be bona fide, not just for immigration purposes.
Re: legal advice needed
Marriage is a possibility and will help her obtain residency and work authorization. She will be able to adjust her status as an immediate relative not subject to the quota.
However, the marriage has to be entered into for legitimate reasons and with the requisite intent. It cannot be entered into for immigration reasons.
