Liability of Insurance Company over cargo carried in rental truck
In a moving company is an insurance company liable to cover cargo if it is the standard practice of the moving company to rent additional trucks during busy times and an accident occurs in one of those rented trucks?

If the moving company is federally licensed (DOT or FHA) then any truck/trailer used would be covered under the certificated policy filed in Washington. If state licensed only, generally the rule is the same because there is a non-delegable duty. Get a copy of the policy(ies) and read them.
You really have to look at the policy language. And look at the policy of the vehicle owner who rented the trucks.
If you are a consumer, then look at your own homeowner's policy since your personal property may be covered no matter where it is located. The result might be the same if you are a business with personal/inventory coverage. Read your own policies to make sure.
