can an emploer reduce an employees rate of apy for not taking a supervisor position and has never taken the position in the past?

Yes, the employer can reduce your pay unless that reduction is below minimum wage or you had a contract that did not allow any reduction. Such a contract is rare. The vast majority of employees are employed �at-will.� This means they can reduce pay, terminate you, change your position, so on and this is allowable provided it does not violate a contract or public policy (such as discrimination).
