my landlord has changed the locks and put my belongings on the crub without beinging evicted, is that legal and what do i do?

It is not legal to lock a tenant out prior to the landlord going through the full eviction procedure, including the service and time frame under the writ of restitution. You have essentially two options. Come to an agreement with the landlord to pay for any damages or file suit for wrongful eviction, breach of contract, and tort claims, among others.
