I was leasing a house and moved out July 1, Property manager told me the owner had 60 days to return my deposit, now it is almost december and have not rec'd it, last contact from manager was Oct, 9, saying she would get me a check in the mail, still have not rc'd it and she will not retun my calls.

In Colorado, the landlord must account for the security deposit in the time stated in the lease or no later than 60 days from termination of the lease or possession. They can be liable for treble damages and attorney fees depending on the facts.
