Unlivable apartment, no rent concessions?

Hello, I have lived in my current apartment for two months now and during this last month there have been a few heavy rains and each time my two bedrooms have flooded to the point carpet companies had to be called to tear out the pads and replace them. There has been a total of 11 days that my apartment was completely unusable because of this and now they have told me they are going to move me due to the repairs they will have to do. I asked them about rent concessions because I don't want to pay for something I can't use and they said they won't offer me any type of concession or even help me with the move. Is there any legal action that can be taken against this.

You may have a good basis to claim damages for breach of the covenant of quiet enjoyment and a constructive eviction.
