File something on real estate

We are having a boundary dispute on residential property with our neighbor. Can we file ''something'' at the county clerk and recorders office against their land so they cannot refinance, get a mortage, transfer title or sell their property before they take care of agreeing with us where the property line should be?

Would they be notified by the county that something has been filed against their property (this part is very important to us)?

No you cannot just arbitrarily file something with the clerk and recorder. Such action would likely be deemed a spurious lien or document and you can be liable for their damages plus attorney fees.

Either come to some resolution or file the case with the court. Contact an attorney.
