what are my rights as a homeowner in the association requiring support of regulations being left ignored?

The answer to that question depends in part on what your HOA's bylaws and the covenants/declarations say. There may be provisions in those that require mediation or arbitration in lieu of a lawsuit.

Colorado also has a statutory scheme called the Colorado Common Interest Ownership Act, starting at Section 38-33.3-101, CRS.

I have done lawsuits involving similar issues, but it may not be cost-effective in your case. Only you can decide that.
