If I have a neighbor that asked me if I was interested in buying his land and I said yes, then he sent me letter saying the value of the property and I accepted.I wrote a letter to him stating the acceptance and then he backed out saying he didn't want to sell, can I force him to sell. We only had an oral contract and he says there had never been a firm offer made.

From your facts the answer is that you may have an enforceable contract. It depends on the contents of the letters that passed between the two of you. Assuming they are sufficient, you may be able to bring a lawsuit for "specific performance." You should seek the help of an attorney for this type of lawsuit, however, as well as for a more definitive review of the documentation.
