Legal Question in Real Estate Law in Colorado

We received a letter from a law firm today stating we are in code violation of an issue regarding our home owners association. Attached to this letter was a demand we reimburse the law firm $245 in fees.

Is this something we have to pay? We have received no written or verbal instructions prior to receiving this latter from any individual, Home owners Association or law firm.
