getting rid of a roommate
My neighbor has a roomate who is very obnoxious. He is loud and has lots of people over all the time. Unfortunately his name is also on the lease. There are some issues with drugs and under age drinking but she doesn't want to turn him in to the police, she just wants him out, as do many of us neighbors. Is there any hope for us? Any little loopholes?

Noisy Neighbor Problem
The only thing that you can do is call the police and file disturbance of the peace charges. That may get the neighbor to slow down. If drugs are being used that can be reported to the police. However, the young lady would also get in trouble. I suggest that you have a discussion with the noisy neighbor or call the police. You may want to contact the landlord and inform him of the problem and use of drugs.
Under WHAT age is this minor?
Perhaps the lease isn't binding.
Consult a local attorney. There's a possibilitythat an anonymous (empty) threat will serve your purpose without violating any laws or exposing youto legal liability, but that could also backfire inany of a few ways.
