Legal Question in Real Estate Law in Colorado
Last year I bought a condo. The deck had recently been replaced and the condo came with a letter from the former owners stating that in case of the HOA replacing decks on other condos, mine was okay because of the recent renovation. The HOA has now sent me a letter stating that I must pay $5,000 reguardless of the above stated letter and the fact that mine doesn't need to be replaced.

I hope you made that an explicit representation in the agreement so you can hold the seller responsible. Unless the HOA was a party to this letter, they are not bound to this at all.
Speak with an attorney and talk to your broker. They should have made this part of the agreement, but I bet they did not do so.
