Can you be charged with going 25mph with a sign saying 20mph. But the officer says that the speed limit has just been changed to 15 mph. Without any postings of 15 mph.

Go take a photo, with a date stamp, of the sign and the exact location where you were stopped, and where the officer claims to have picked you up on radar. Unless the "new" limit is posted, the court should dismiss your summons.
