What is the law code in Colorado that allows you to legally speed under ideal conditions?

Well, it does not quite say that, but I think you refer to CRS ยง42-4-1101(1) "no person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions then existing."
This is the speed limit law for the state. Local governments can set more specific laws. The posted speed limit is generally considered to be reasonable and prudent, but you are welcomed to argue otherwise in the right circumstances. You may win.
