how meny times cana judge drop a no license or suspended licensen ticket?

Generally a Judge cannot just drop a charge without the consent of the prosecuting attorney. There is no limit. Unless you can show abuse of discretion the Judge is allowed to dismiss if there is a legal basis for dismissal.
