Can an adult child who is now a married female living with her husband and children, who was living with her father, who recently died, keep all the utilities and cable bills in her dead father's name to keep the savings that exist both from his status as a senior citizen and his longevity with the companies?

Or is this fraud?

As executor do I have to force her to change the names?
