is it normal for a beneficiary of a will to be named the executor of the estate, and then petition the court to be appointed trustee for that trust? seems like a conflict of interest

Yes, it is normal but depends on the language of both the Will and the trust. The Will should have provisions about who is nominated to fill the role of Personal Representative and any trusts created under the Will.
