Who is responsible?

When someone receives a gift from a deceased person, who is responsible for postage to mail that gift, the estate or the person receiving the gift?

That would usually be paid for by the estate, only as a courtesy, unless there were substantial charges for shipping. Then the executor or administrator of the estate would simply tell you to come and get your gift, if you want it.

The first place to look is the Will or Trust that creates this gift. Many documents will provide that reasonable costs of shipping and insurance of the item to be shipped is to be paid as a cost of administration.

If the Will or Trust is silent, then generally, the reasonable costs of shipping etc. should be paid as a cost of administration.
